Google Ads helps advertisers run campaigns; AdSense helps eligible publishers display advertising. They serve different roles even when an organisation uses both.
The advertiser’s task
In Google Ads, the business chooses an eligible campaign setup, budget and objective. Billing and bidding depend on the campaign. Paying for advertising does not purchase organic Google Search positions.
The publisher’s task
AdSense involves account and site eligibility, ad implementation and ongoing content and traffic policies. The publisher’s earnings are not a fixed payment for every visit or a guaranteed result from keyword selection.
Keep accounts and measures clear
Advertiser acquisition cost and publisher revenue answer different questions. Review each account’s actual reports, permissions and terms. The name AdWords in an old article refers to the product now called Google Ads, not a separate publisher programme.
Official guidance: AdSense eligibility, Google Ads CPC.
