Content revised 21 October 2026.

Cost per action (CPA) shows how much marketing spend produced each defined action. The number is useful only when the action and tracking are clear.

Start with the calculation

Divide the cost assigned to the campaign by the number of recorded actions. If PKR 60,000 produces 40 qualified lead submissions, the measured CPA is PKR 1,500. A click is an action only when the campaign has deliberately defined and measured it that way; it should not be quietly treated as a sale.

Define the action before launch

  • Name the event, such as a completed purchase or qualified enquiry.
  • Confirm where it is recorded and how duplicates are handled.
  • Separate an initial lead from a completed sale.
  • Agree which campaign costs belong in the calculation.

Read CPA with quality and value

A lower CPA can still be unhelpful if it produces unsuitable leads, returns or low-value orders. Compare CPA with lead quality, sales value and the time needed to fulfil the work. Do not stop a campaign from one short fluctuation without checking volume and tracking.

Keep target CPA separate

Measured CPA describes what happened. A Target CPA is a bidding input used by supported advertising systems. It is not a fixed charge or a promise that every conversion will arrive at exactly that amount. Review the platform setup, budget and conversion definition before using it.

Official guidance: Google Ads cost-per-action definition.
